Schools Bill What Does Means Mean plus Forum/Panel New Guidance

A number of government amendments mitigating the compulsory registration of children not in school [CNIS] were passed at the end of Schools Bill Report stage in the House of Lords on July 18th. The Bill has been reprinted incorporating changes made during Report and clause 49 below (originally cl 48) is now clause 33.

Government Amendments to CNIS Register make it Less Bad

This post sets out my interpretation of the government’s amendments to the Children Not In School Register which at the time of writing are scheduled to be discussed at Report in the House of Lords on July 18th 2022. The Bill will be reprinted after it finishes in the Lords to incorporate amendments carried in the Lords and as explained here, government amendments always go through. This post gives a preview what the CNIS clauses will look like with amendments.
